ISPs rip you off no matter where you are. This is just yet another step. They technically have caps in the US too. Read the fine print, there is stuff in there basically about how if you use too much bandwidth (amount at their discretion) they can cut you off for the rest of the billing cycle (typically a month). They don't normally do it, but they can. I know for a fact that this is in Frontier's DSL contracts (yes, their internet access sucks anyway), and Comcast does it as well. I doubt the other providers are any different.

You used to be able to get unlimited data with an iPhone, now you only get it if you were grandfathered in.

Bascially, what Keef said...playing with supply/demand to suck the most money they can out of you.

Now I have a 60 GB plan that's 5.5 mbps (up to 6 mbps) and costs $70-80
Hitting the halfway mark every 2 weeks because my mom just found out about Skype, and my cousins all have HD webcams.

Newman's right, ISPs all advertise speeds in bips or whatever they're called. Divide by 8 to get the speed in terms of what space on your HDD is. Still doesn't excuse 30kB/s though.
