I think I fixed it. I uninstalled the drivers, took out both cards, which I noticed something I'll get to in a second... I put the newer card in the 1st slot(which I didn't have), reinstalled the drivers, then installed the second card. I was back up in the 100's with my fps.

I noticed that the newer card said CNFC v1.5 on the side. The older one says v1.0. Also, on the front of the card the newer one says Rev.B, the older one says t001. I have flashed lots of bios for motherboards, I don't think I have ever flashed a video card bios.

Usually slot 1 and 2 x16 are the high-speed links, and any others are ~4x speeds.

Regarding the card differences, are we talking same manufacturer here? Because each has their own way of denoting revisions to an extent.

Yeah, both xfx 6970. Both same versions(they have 3, Standard, XXX, & Black edition. I have standard.).

Plus, I had a message from my xfx support page.
Hello Did you know that your Radeon HD6790 has a BIOS update for it, that helps with the incorrectly shown clock speeds in 3D...Get it now!
But there's no link or any explanation beyond that. I think I'll start a support ticket and just ask xfx.

did you register both cards with them.

and huge tip lol take out the other card if you decide to flash because it could potentially flash the wrong one, it happened to me. killed a card.

and shortly after i flashed the right one that card started having problems.

tipcally its better not to update bio's if your not actually having problems

and you probably had old drive conflicts, your suppose to uninstall drives before installing new ones.

Yea, "if it ain't broke, don't fix it" definitely applies to BIOSes, both MOBO and GPU. I only do them when there is a good reason to (like trying to fix a hardware incompatibility issue), which may or may not be warranted here.

And Stephen, it's DRIVERS not DRIVES, you greatly confused me for a minute there...

But uninstalling drivers before installing an identical card should not cause an issue. But it can't hurt.
