SO i am about to reformat my computer
120 gig ssd running windows
1.5 tb hhd that i will setup to hold all my media and games
so should i install a new steam on the hhd and replace the folder or what do i do exactly?

I would go for a fresh Install, but before you format, Backup your games on steam. Put them on your external in seperate folders ( I Actually create ISOs from the files and mount them when I reinstall). EIther way, once you reinstalled steam. Simply restore the game with those files.
To do this, Open Steam, Click steam and go to Backup and Restore. I did each game seperatly, but if you dont intend on keeping the files after you can do them all at once.
For Seperate games (If you dont plan on bruning them) select custom and enter 12000 or 15000MB. this will create a single folder (CD1).
For all the games at once, this is up to you, you can have it seperate in multiple folder by entering a smaller value than the total space (i.e. if you have 50Gb of games, entering 25Gb will create two folders (CD1 and CD2))

youll also want to back up some of your game saves if you want.
games like borderlands and others put there game saves in my documents under my games.

Yeah, in all honesty the only things i'd copy are your STEAMAPPS folder, and your saved games. The rest can be re-installed cleanly.

Easier way: Copy entire steam directory into new folder. Delete EVERYTHING except steamapps folder & steam.exe. When you run steam.exe from the new location it will self install itself. You also have to do the thing Stephen said with the MyDocuments folder if you want to keep that.
