Well 15 MegaBytes/s would be a 120 MegaBit connection, if my math is right. Just over your standard Ethernet connection (yes I know many are moving to Gigabit now, but most routers still aren't). Might be something you could get residential, but I kinda doubt it. Commercial, I'm sure you can. Pretty much any datacenter exceeds that.

Signal To Noise Ratio = you want 34 minimum all the way up to 40 which is rare.
Downstream Power Level = can operate at -10 to +10 the closest to 0 the better.
Upstream Power Level = Keep this number below 52, at 58 and above the modem will shut off.

You're getting service on a 6MB plan. They'll say anything probably above 4MB is considered getting service.
I know I've dealt with lagging issues for a long time while I was on a 20.0 service, finally made the upgrade to 50.0 and I haven't ever had any issues in a very long time.

The problem with residential service is they legally don't have to guarantee really ANYTHING if you read the fine print. As has been mentioned, you get "up to XX" speed, but there is no minimum in reality. I agree that it shouldn't be failing on the ping like it is, but the speed drops are perfectly normal, especially with DSL. Typically if you complain enough to tech support, they'll eventually send someone out, and the field service guys usually take good care of you in my experience. The people on the phone are typically useless.

It's getting normal speeds. Huh.
Tried it on my computer again.
1.3 mbps.
306 ping.
I think it's my POS Belkin wireless adapter. It's been randomly turning itself off 2 months after I got it.
And the problem just got worse.
My dad says it's my computer. He IS a software engineer, although he is ironically almost as bad with computers as my mom.

I told you about my Belkin router...Belkin seems to have major issues with networking stuff, especially wireless-N (if that is what you are using, then sorry!). And wireless isn't best for speeds anyway. but it should be better than 1.3megabits.
