There is speculation that your scavenging % is broken and any time you go over 100% it actually is lower.
So 95% would work, but 105% would actually be 5% because it rolls over. It's not confirmed by any means but it is an interesting theory.

TLDR: From now on killing a named NPC will grant you a guaranteed High-End drop! That’s right, you will now always get a High-End item from killing a named NPC of level 30+.
