If I'm not mistaken your path increases MS by a percentage, and I said get boots 3 on ranged champs w/o blinks (ashe)
Also, tabi give armor and if they have a permaslow your merc treads are useless anyway. You could also be a derp and buy sorc boots.

I don't get the point of this tenacity mechanic. Merc treads will still have the best bonus...even if the other tenacity items are cheap as shit I will still get mercs if there's loads of CC going on, since tenacity will not stack.

The point is to make merc treads less of a necessity. It's probably the most common boots upgrade, and riot wants to change that. 10% isn't that much of a difference, and phillosopher's is godly early but has no buildup other than shurelia's or however you spell that.
